96/09 Declarations of Interest Councillor Edwards and Councillor Powell, as District Councillors, declared a personal interest in all matters relating to planning applications and noted that comments expressed are preliminary views taking account of information currently available to BRPC whilst reserving final views for decision taking by District Council Planning Committee where all relevant and final facts can be available prior to making a decision. 97/09 Minutes of previous meeting The Minutes of the meeting held on 6th August had been previously circulated. It was agreed that the Chairman be authorised to sign the Minutes as a true record of proceedings at that meeting. (a) Repairs and Maintenance The Clerk advised that she had received a response from Amey Hereford, the organisation that now has responsibility for repairs and maintenance within Herefordshire. The schedule of outstanding items was discussed and the Clerk instructed to respond to Amey with comments as identified. (a) Weed Spray Herefordshire Council has been asked if a second weed spray this year is planned and has responded that although a second spray was not planned, one can be done, at no cost to the Parish Council, if requested. It was agreed that a second spray should be requested by the Clerk. (b) Abbey View Park Footpaths and bridges Contractors have advised that work on the footpaths and bridges will commence during week commencing 21st September. It was agreed that the Clerk issue a notice to residents via the Community Website. (c) Parish Freighter In accordance with Herefordshire Council procedures, the parish freighter has been booked for October and November this year. As the total number of bookings is restricted to ten in any one year, no booking for December has been made. Dates booked are: · Saturday
17th October On both dates the freighter will be in attendance from 2pm – 4pm.
No representative from West Mercia Police was in attendance at the meeting. The Clerk was instructed to remind the local policing team of the dates and venue for the meetings. Under Parish Watch, Councillor Edwards noted that there has been little activity of note throughout the Parish in recent weeks other than some minor anti social behaviour and instances of litter bins being vandalised, due in part to the contractor not fitting the tops of the bins back on the base securely. There were no matters reported under Public Participation. The Clerk reported that children and parents of the summer activities club, for which the Parish Council had met some of the room hire charge, had written letters of thanks to the Parish Council and had made a cake for Members to enjoy. The Clerk was instructed to write to the organisers of the club to thank then for this and the lovely display of children’s paintings and photographs of activities displayed in the hall. (a) Payments Members are reminded that since the last meeting, regular standing orders in respect of the Clerk’s salary and corresponding payment to the Inland Revenue have been made. £500.00 Reserves: £26,315.11 Belmont Pools £7,500.00 (d) Other financial matters An adjustment is to be made to the regular standing order payment in respect of the Clerk’s salary and corresponding Inland Revenue payment to reflect changes to National Insurance rates. to rear (b) Observations passed to Herefordshire Council since the last meeting None There was nothing further to report on the Parish Plan progress since the last meeting. 105/09 Dorchester Way Notice Board Some members attended a site visit to the proposed location of the new notice board for Dorchester Way and discussed a note from Councillor Stuart Taylor who was unable to attend the meeting regarding a suitable location. After some discussion, it was proposed by Councillor Powell that the notice board be located in the middle of a rectangle of grass adjacent to the CH7 footpath where it crosses Dorchester Way, set forward approximately 2 meters from the timber rail boundary to Abbey View Park East. The proposal was unanimously agreed. It was further agreed that the board be set at a height so that it can be easily read and that paving slabs be embedded immediately surrounding the board so that those who wish to read it can do so without slipping on wet grass. The use of gravel was discussed and rejected on the grounds that gravel might damage lawn mowers and might be used as missiles by vandals. The Clerk was instructed to make the necessary arrangements with the contractor and to give notice of the intended work on the Community Website. Finally it was agreed that consideration be given to reviewing the Communications Policy with regard to advising neighbouring properties of work being carried out on behalf of the Parish Council. 106/09 Proposed Dog Control Orders Members noted that BRPC had been omitted from a previous consultation on proposed dog control orders but were now given an opportunity to comment on the proposals. It was noted that there are no dedicated dog exercise areas within the Parish. It was agreed that the wording of any dog control order be amended to include “any land in public ownership”. It was further suggested that guidance be sought on whether an order could be written to apply to any land in private ownership, as the Parish has been designed as a largely open plan area with few enclosed front gardens. The Clerk was instructed to pass this on to Herefordshire Council. (a) The Clerk was instructed to request that a holly bush close to the Pools in Westholme Road be cut back as it has grown over the road. (b) It was noted that the footpath between Yarlington Mill and Belmont Medical Centre has not been swept. (c) The requested tree lopping along Waterfield Road has not yet taken place. There is considerable concern that the resulting reduction in visibility is hazardous for vehicles exiting Yarlington Mill. (d) Two potholes were reported in Whitefriars Road by Sydwall Road, Flaxley Drive and Dunster Close. (e) There is an ongoing requirement for trees and hedges to be cut back as the growth this summer is across footpaths. The next meeting will take place on 29th October at Northolme Community Centre, Northolme Road, Belmont, commencing at 7.15pm.
