But will the changes increase
efficiency and save money?
I am confident the editor recognizes the danger of this letter column degenerating into a mouthpiece for Cllr. Edwards and myself and I would welcome some other opinions. Notwithstanding I fail to see how centralising back office staff, where possible, and creating small satellite locality-based front counter offices throughout the county (surely a contradiction in terms) increases efficiency and saves even a ha’penny.

Furthermore the proposition is also of doubtful value that Herefordshire Council, the Primary Care Trust (now named NHSH for National Health Service Herefordshire) and the Hereford Hospital Trust could save a bean if they linked several of their services in an “attempt to improve efficiency and buying power”.

I remember only too well when HDC contracted Jarvis, against public opinion and considerable evidence that it was not a financially sensible thing to do, Cllr. Edwards said it would allow greater cost savings to be made and used the bulk purchase of tarmac as an example!

Yes indeed, it was of marvelous benefit to the Herefordshire council tax payer as our roads and pavements testify, but it was of even more benefit to those Jarvis employees who immediately got state-of-the-art vehicles to drive about in and Jarvis itself who was in receipt of lots of public money to help balance its flawed finances.

I too hope the regeneration of the Oval takes place, I too look forward to seeing police, housing officers and social workers caring for Belmont from a common base (if this creates better public access to these public servants) and I too hope for tighter control on budgets.

I must sign off now to attend to the squadron of flying pigs that have just landed on Abbey View Park!
