Jargon? Blame the government
To assist V. Robinson further is difficult as it is government which favours "overview & scrutiny" to replace earlier description of "strategic monitoring'"of county policies and practices. In Herefordshire we have five scrutiny committees which question and challenge policies on the following:

Health
Environment
Community services
Childrens services
Adult social care & strategic housing

There is one overview & scrutiny committee which acts as umbrella to the five by 'over viewing' their work programme and activities and also deals with more 'strategic' issues countywide.
